| Background
The Central, State and Local Government share
the responsibility of developing social infrastructure comprising sports
education and healthcare. In case of higher education, the Government of India
plays a key role through various statutory bodies. While private sector
involvement in higher education, primary education in urban areas and high-end
healthcare facilities is significant, far higher levels of private sector
management and investment is required in social infrastructure in view of the
limited capacity of the Government to expand services in these areas with a
large proportion of budgetary allocations towards salaries and wages.
IL&FS IDC Initiative in this sector
IL&FS IDC has also forayed into the domain of sports infrastructure in the
backdrop of the upcoming Commonwealth games in Delhi in 2010. It has become
increasingly clear that a concerted effort and a partnership between the public
and private sectors is imperative for creation and sustainability of sports
infrastructure, so far neglected by both sectors. IL&FS and IL&FS IDC
are pursuing initiatives with various State Governments to develop sustainable
social infrastructure projects in a Public-Private-Partnership (PPP) framework. IL&FS IDC has identified social infrastructure as a key sectoral vertical
in its business development plan and is actively seeking more mandates in
education and healthcare.
Project Development Approach
IL&FS IDC offers comprehensive process management in a phased manner to
deliver social infrastructure projects in a PPP framework. In the first phase,
IL&FS IDC typically explores the techno-economic feasibility of the project
from the point of view of private sector participation and recommends
appropriate PPP structures to its Government clients. In the second phase,
IL&FS IDC takes on the bid process management on behalf of the client to
ensure effective marketing of the project to potential bidders and transparent,
credible procurement processes.
