| Background
India's GDP over the past four years has clocked up an annual
average growth rate of more than 8%. Despite urban India's significant
contribution to the growing economy, it faces serious infrastructure problems.
A large number of Indian cities and towns have a pressing need for adequate
infrastructure facilities, specifically in the areas of water supply, sewerage,
solid waste management, roads, transportation and housing. Government of India
has ambitious plans to increase the spending on infrastructure to 8% of GDP
over the next five years to achieve an economic growth rate of more than 9%
over the next decade. The targeted growth rate will involve an increase in
government spending and significant importance is being attached to
Public-Private Partnerships (PPP).
IL&FS IDC Initiative in this sector
The project finance requirements are met through the Pooled
Municipal Debt Obligation (PMDO) Facility of Rs. 30 billion (USD 674 million)
that provides long tenor financing. In addition IL&FS Group Companies like
Tamil Nadu Water Investment Company (TWIC) Limited, IL&FS Transportation
Network Limited (ITNL) can undertake implementation of the water, wastewater
and transportation projects. IL&FS Education and Technology Services (IETS)
Limited provides e-Governance and capacity building services.
Jawaharlal Nehru National Urban Renewal Mission (JNNURM)
Launched in December 2005, JNNURM prioritises the development,
management and financing of the infrastructure sectors by providing significant
grant funding. The Mission has a reform-oriented approach for comprehensive
development linked to infrastructure investment and basic service delivery.
JNNURM has two windows of opportunities: one for selected 63 urban local bodies
and second for other cities through Urban Infrastructure Development Scheme for
Small and Medium Towns (UIDSSMT). Total grants amounting to about Rs 500
billion (USD 11 billion) have been earmarked for seven years (2005-12) for this
purpose. These in turn are expected to mobilize total investment of about Rs
1,200 billion (USD 26 billion) in urban infrastructure.
Project
development approach
At the State level, IL&FS IDC with Urban Development
Department, Government of West Bengal, has set up a JV company, to look into
development, implementation and supervision of projects undertaken under JNNURM
and other urban infrastructure project.
At the ULB level, IL&FS IDC with Guwahati Metropolitan Development
Authority has set up a JV company, Infrastructure Development Corporation of
Assam Ltd (IDCAL) to look into development, implementation and supervision of
projects undertaken under JNNURM along with implementation of the mandatory
Reform Agenda.

Background
Annual water requirements for India are expected to rise by
about 40 percent in 2025 to about 1050 billion cubic meters, while the annual
per capita availability is expected to fall from around 2,200 cubic meters in
2004 to 1,341 cubic meters in 2025. An extreme water crisis stares us in the
face. Today, only 70% of the urban households have access to tap water with
over 54% of the total water supplied being wasted due to leakages. The current
growth rate for the economy can be achieved only through significant
contribution of the service, manufacturing and the agriculture sectors - water
is an essential ingredient for all sectors. With the many draw downs, the water
sector is in need of focused initiatives.
Initiatives
Government of India prioritizes the development, management, and
financing for water supply and sanitation, preservation of water bodies, and
management of storm water drains by providing grant funding, under Jawaharlal
Nehru National Urban Renewal Mission (JNNURM) and Pooled Finance Development
Fund (PFDF).
IL&FS IDC Initiative in this sector
We have been pioneering the concept of PPP projects in the water
sector as early as 1995 through the Tirupur Area Development Program (water
supply and waste water management) and Vishakhapatnam Water Supply projects.
Project Development Approach
IL&FS IDC's preferred approach is to partner with government
agencies (State/ULBs) for creating the project concept, providing project /
program management services, supporting the gap funding arrangements and
assisting during implementation of projects and beyond.

Background
Urban India, with 28% of India's population, estimated to
generate about 144,000 tons/day of municipal solid waste (MSW), imposes huge
demand on scarce land resources with the prevalent practice of dumping on land.
Further, absence of source segregation system renders waste in a mixed
condition that is not readily available for processing by conventional
technologies.
Initiatives
The MSW (Management & Handling) Rules 2000 triggered various
initiatives in this sector and made processing of MSW mandatory prior to its
disposal. Besides the regulatory issues, shortage of land, increased public
awareness on environmental issues and deadline set up by the Supreme Court has
put immense pressure on ULB to ensure proper management of MSW.
IL&FS IDC Initiative in this sector
IL&FS IDC has been providing technical, financial and
commercial support to ULBs to evolve a workable and commercially viable model
for MSW management. IL&FS IDC has also been closely working with Andhra
Pradesh Technology Development Center (APTDC) on technical structuring issues.

IL&FS IDC offers a complete single point solution for
project development and advisory support starting from collection, storage,
transportation, processing, disposal and funding, including necessary
approvals.

Background
If cities are the growth catalyst, under the emerging economic
scenario, transportation systems have to play a vital role and essence of that
lies in providing safe, efficient and sustainable flow of people and goods.
Initiatives
National Urban Transport Policy, prepared by Ministry of Urban
Development, Government of India, focuses on urban transportation at the stage
of urban planning and encourages integration of land use with transport
planning in all cities so that mobility for all, people as well as goods, can
be achieved.
IL&FS IDC Initiative in this sector
IL&FS IDC undertakes project development of both road and
rail based transportation systems. In order to take a focused position,
IL&FS IDC along with the Ministry of Urban Development (MoUD), Government
of India has set up the Urban Mass Transit Company (UMTC), which is presently
engaged in developing various urban multi-modal transportation and related
projects. IL&FS IDC has also entered into a strategic Memorandum of
Agreement (MoA) with the Indore City Transport Services Limited (ICTSL) for
carrying forward the successful model of the Indore example to other cities.
Project Development Approach
IL&FS IDC's preferred approach is to work in partnership
with clients through the project development processes, which involve all
aspects right from creating the project concepts to technology evaluation,
detailing of the project contours, planning for and executing the procurement
processes leading to project implementation and thereafter providing project
management services including hand holding during project operation. IL&FS
IDC's focus is to undertake comprehensive transportation exercise; develop and
promote multimodal, integrated transport systems; and work towards
institutional capacity building.
